In early 2022, residents of Paseo de la Playa reported increasing incidents of long-term vehicle parking with overnight occupation on the west side of Paseo de la Playa between Calle Miramar and Via Riviera.
The issue was discussed at four Traffic Commission Meetings between 2022 – 2023. The Traffic Commission Meeting Agenda and Supplemental information can be accessed below:
April 4, 2022 Traffic Commission Meeting and Supplemental
The Traffic Commission took public input regarding the proposal to restrict parking on the west side of Paseo de la Playa between 9:00 p.m. and 5:00 a.m.
May 2, 2022 Traffic Commission Meeting and Supplemental
The Traffic Commission held a second meeting and took public input regarding the proposal to restrict parking on the west side of Paseo de la Playa between 1:00 a.m. and 5:00 a.m.
Installation of Overnight Parking Restriction Signs
On July 11, 2022, the Public Works Department installed Overnight Parking Restrictions Signs prohibiting parking from 1:00 a.m. to 5:00 a.m. on the west side of Paseo de la Playa between Calle Miramar and Via Riviera.
Residents provided positive feedback that the issue of overnight occupation of vehicles parking on Paseo de la Playa was resolved. However, residents also responded that significant negative impacts occurred, including reduced parking availability for residents on Paseo de la Playa and the transfer overnight vehicle occupation incidents to nearby streets.
Removal of Overnight Parking Restriction Signs
The Public Works Department investigated and determined that immediate removal of the Overnight Parking Restriction Signs was required. The signs were then removed on August 25, 2022.
September 6, 2022 Traffic Commission Meeting and Supplemental
The Traffic Commission held a third meeting and took public input regarding on-street parking conditions on Paseo de la Playa between Calle Miramar and Via Riviera. The City introduced an alternative to implement a permit parking district to provide an area-wide resolution.
February 6, 2023 Traffic Commission Meeting and Supplemental
The Traffic Commission held a fourth meeting and took public input regarding a proposal to establish a Permit Parking District.
Issuance of Permit Parking Survey
The City conducted a survey to determine if the neighborhood is in favor of implementing permit parking. The City needs to receive a significant number of responses in support of permit parking to further consider the implementation of this proposal.
Permit Parking Survey Update
The survey response period has ended. Staff will compile the results and they will be made available to the public at a future Traffic Commission meeting.
