The City's Animal Control program was established in 2004 to assist the citizens and animals of Torrance. The goals and objectives of the Animal Control Section are to reunite lost pets with their owners, help sick or injured animals, educate the public when dealing with wildlife, human investigations, and impoundment of lost or stray animals.
Animal Control is responsible enforcement of local and state laws pertaining to domesticated and wild animals.
Torrance Animal Control can be contacted regarding matters such as lost and found animals; trapped animals; deceased, injured or sick animals; and other animal related municipal code violations.
Easily report animal control issues such as dogs off-leash or barking dog complaints. Community members can now include photos or videos in their submissions.
Receive confirmation of animal control reports and follow-up from staff, if requested.
You can contact the City of Torrance Animal Control Office by phone, email or through the Animal Control Online Portal. The City of Torrance Animal Control Portal is a user-friendly online reporting feature for residents. Animal Control personnel are often out in the community responding to service requests, so when calling or emailing, please be sure to leave a detailed phone message, including your contact number, the issue, and location of the animal.

Pet Licensing Services
Apply for a pet license or renew your pet license by visiting: Torrance.Docupet.com
DocuPet is the City’s official pet licensing services provider. DocuPet’s mission is to provide a safe and happy home for all pets, and their services include great benefits such as full access to their HomeSafe 24/7 lost pet service, the option to purchase a designer license tag, and a user-friendly online portal.
In the City of Torrance, all dogs must be licensed and have a valid rabies vaccination. There is a maximum limit of four (4) pets per household, of which the maximum dogs is three (3). New licenses will be valid for one year from the date of purchase and must be renewed annually. Such licenses must be paid and active within thirty days of moving in the City or within third days after acquiring ownership of the dog. If such licenses are not paid within the thirty days or if the annual license has expired, a penalty of $20 shall incur. Lost and Found Pets
If you have lost your pet, you can visit our Lost Animal page to see pets we currently have in custody and for information regarding next steps. If you have found a licensed pet, please check if the pet has a DocuPet license tag. If it does, the pet’s owner can be found by Animal Control Rangers or Community Services Administration personnel. Animals found by the Torrance Animal Control are only kept a short time at our facility. For further information, please visit the Lost Animal page.

Animal Surrender
Torrance Animal Control cannot accept surrendered pets. Please do not leave your pet outside of our facility. If you are giving up your pet because of a behavior problem, such as roaming, barking, scratching or fighting, please speak with a professional first. Animal Control staff can offer some tried and true suggestions or refer you to knowledgeable pet resources in the area.
The Carson Animal Shelter located at 216 W Victoria St, Gardena, CA 90248 will accept surrendered animals during normal business hours. Please don't leave a pet outside when the shelter is not open as this is very dangerous for the pet.

Marine Animals
If you come across a marine animal while at Torrance Beach, please contact the Marine Mammal Care Center's toll-free hotline at 1-800-39-WHALE, or 1-800-399-4259. The Beach is maintained by LA County Beach Animal Rescue. For more information, visit Beaches.LACounty.Gov.
