District 2 - Lieutenant Charles Fisher

Lieutenant Charles Fisher began his career with the Torrance Police Department in 2005. He was raised in Northern California and graduated from UCLA in 2004. Early in his career, he worked assignments in the Patrol Division, as a Detective in the Auto Theft Detail, and as a Vice & Narcotics Detective in the Special Investigation Division. Lieutenant Fisher was promoted to Sergeant in 2014 and was responsible for supervising the Community Lead Officer Section, the Gang Enforcement Team, and the K9 Detail.

In 2017, Lieutenant Fisher was promoted to the rank of Lieutenant where he has held Division Commander positions in both the Special Investigations Division and the Personnel Division. Additionally, he has held assignments as the Patrol Bureau Coordinator and the K9 Commander.  Lieutenant Fisher recently graduated from the Naval Postgraduate School – Center for Homeland Defense & Security, where he earned a Master’s Degree in Homeland Security & Defense and conducted extensive research on the relationship between homelessness and law enforcement organizations.

District 3 - Lieutenant Ryan Peterson

Lieutenant Ryan Peterson began his law enforcement career in 2000 and joined the Torrance Police Department in 2002. He has worked assignments as an officer in Patrol (Field Assignments, SWAT, Field Training Officer, Gang Enforcement Team, Rapid Deployment/Field Tactics Instructor, and Firearms Instructor), as a detective in the Gang Investigation Unit, as a community lead officer in the Community Affairs Division, and as a recruit training officer at the Los Angeles County Sheriff’s Academy.   He was promoted to Sergeant in 2013 and worked assignments in Patrol (Field Supervisor, SWAT Team Leader, Rapid Deployment/Active Shooter Training Cadre Supervisor, and Firearms Training Cadre Supervisor), in the Research and Training Division as the Training Sergeant, in the Personnel Division as an Internal Affairs Investigator, in the Services Division as the Property Room Supervisor, and in the Chief’s Office on special assignment as a liaison with the CA Department of Justice.

Ryan was promoted to Lieutenant in 2023 and works assignments in Patrol (Area Commander, SWAT Commander).  Lieutenant Peterson has a Bachelors’ Degree in Business Economics from the University of San Diego and a Master’s Degree in Leadership from the University of Southern California.  He is a graduate of the Sherman Block Supervisory Leadership Institute (SLI).

District 4 - Lieutenant Daniel Moreno

Lieutenant Dan Moreno began his law enforcement career with the Torrance Police Department in 1999. Lt. Moreno was raised in the City of Torrance, and attended West High School and El Camino College. Prior to being hired by the Torrance Police Department he was a police explorer for the California Highway Patrol, South Los Angeles area. He has worked assignments as an officer in Patrol (Field Assignments, SWAT and Field Training Officer), as a Crimes Property Detective, and a detective within the Special Investigations Division (Crime Impact Team). He was promoted to Sergeant in 2012 and worked assignments in Patrol (Field Supervisor, SWAT and Field Training Officer Supervisor) and Internal Affairs.

He was promoted to Lieutenant in 2016 and worked assignments in Patrol (Area Commander, Field Training Officer Commander).  He also served as the Detective Division Commander for four years. Lieutenant Moreno is a graduate of the Senior Management Institute of Policing (SMIP), and he holds a Master’s Degree in Emergency Management and Homeland Security, from Arizona State University.
