Rule 1180 Refinery Fenceline Air Monitoring Plan Guidelines require an applicable facility to design a data display website that describes the fenceline air monitoring system and provides information including real time and archived data, quarterly data summary reports, etc. The data display website should be publicly accessible, and offer an opt-in notification system that issues notifications to subscribers when each of the pollutant levels exceed corresponding thresholds pursuant to the approved air monitoring plan.

Staff received a request from community members during the Proposed Amended Rule 1180 – Major Petroleum Refinery Fenceline and Community Air Monitoring (PAR 1180) and Proposed Rule 1180.1 – Other Refinery Fenceline and Community Air Monitoring (PR 1180.1) Working Group Meeting #2 to share the links of the applicable refineries data display websites (as below):

• June 16, 2023 - South Coast AQMD staff is in the process of amending Rule 1180 - Major Petroleum Refinery Fenceline and Community Air Monitoring and developing Rule 1180.1 - Other Refinery Fenceline and Community Air Monitoring.

The SCAQMD Board has agreed to suspend rule development in lieu of the refineries' voluntary measures. The only requirement for staff is to report back to the Refinery Committee in one year as to their progress.

SCAQMD intends to contact the refineries in order to make such a report. SCAQMD expects staff will to provide an update on the emerging technologies at that point as well. Details are found in the Safety Enhancement document and SCAQMD Resolution.
