Torrance Residents receive priority in registering for classes and programs. A Torrance Resident is defined as anyone living within the Torrance city limits. Non-Torrance residents are welcome to register for classes, however there is a non-resident fee added for the majority of classes. Those living in the 90501 zip code east of Western Avenue and the 90502 zip codes are considered non-residents.
ALL Torrance Residents must provide current proof of residency. Proof of residency will also be required if you move to a different Torrance address or if mail is returned. Proof MUST be current and is limited to the following:
- California Driver's License
- Car Registration or Car Insurance Premium
- Public Utility Bill: electricity, gas, cable, water & trash (telephone bills, bank statements, mortgage statements, rental agreements, and satellite bills are NOT accepted)

If you have previously verified your residency with that City of Torrance, we will make every effort to transfer your residency status once you set up an account on rec.us
To make sure you are ready for summer registration, we highly recommend you create an account 3-5 days before registration day, and verify that your status has transferred by following the steps below:

At any point in time, The City of Torrance may request that you reverify your residency status. If you cannot reverify your residency, The City of Torrance reserves the right to remove you from programming that was signed up for under the pretense of being a resident.

AGE REQUIREMENTS will be strictly enforced. Birth dates must be included. Students must be the age specified by the first class meeting.
REGISTER EARLY as classes that do not meet the minimum enrollment requirements may be cancelled one week before class begins.
WAITING LISTS are established once a class is filled. If a vacancy occurs, wait list participants will be notified by email or phone in the order they were placed on the wait list. Participants will then have three (3) business days to contact the Registration Office to pay for the class. Failure to contact the office will result in the name being removed from the wait list, and the next participant will be contacted. Please be sure the Registration Office has your correct contact information on file. If we are unable to reach you, you will be removed from the wait list. Waiting lists are established for each activity each season and are not carried over to other seasons.
CANCELLATION POLICY
See individual class policy for Afterschool Clubs, Camps, Adult Sports Leagues, Aquatic classes and classes less than 6 class meetings. No refunds or credits will be issued outside of this policy. Refunds: Students that request to withdraw from most classes at least ONE business day BEFORE THE CLASS BEGINS may receive an 80% refund (a 20% administrative fee will be charged - not to exceed $25 or less than $3 per class), this excludes After School Club, Camps, Adult Sport Leagues, and classes less than 6 class meetings. See individual refund policies. Credit Card Convenience fees are NON-REFUNDABLE! Please allow 4-6 weeks for check refunds. A full refund will ONLY be given if a class is cancelled by the Torrance Community Services Department.
Individual Refund Policies:
- Afterschool Clubs – Requests received once the week has begun will be prorated from the following Monday. A 20% administrative fee will be charged - not to exceed $25 will be deducted from all refunds.
- Camps - Requests must be made at least TWO (2) weeks PRIOR TO THE START OF CAMP to transfer to a different session of camp, obtain a credit on account or obtain a refund. No credits, transfers, or refunds will be issued after this time. A 20% administrative fee will be charged - not to exceed $25 will be deducted from all refunds.
- Adult Sports Leagues – Full refunds will be issued only if the league is cancelled.
- Aquatic Classes - Requests for refunds, credits and transfers must be made at least one week before class begins.
- Classes less than 6 meetings – Request for refund must be made at least ONE week BEFORE THE CLASS BEGINS. A 20% administrative fee will be charged - not to exceed $25 will be deducted from all refunds.
Credit on Account: Students that request to withdraw from class at least ONE business day before the THIRD SCHEDULED CLASS may receive a full credit on account with the City of Torrance Registration Office (this credit may be used for any class, by any family member, and must be used within one year from the date of issue). Confirmation of your credit on account will be sent to you. If you do not receive your confirmation within one week of your request, contact the Registration Office.
CREDIT AND DEBIT CARD FEE
The City of Torrance will be charging a non-refundable fee of 2.19% for ALL credit and debit card transactions. This fee will help recover some of the costs associated with credit card fees. The fees will be charged per class, per person.
