Reliability, Resilience and Sustainability (RRS) are primary goals of the City of Torrance Municipal Water (TMW) to ensure the community has adequate water supplies to meet all current and future water needs. Simply stated, these three key principles mean:

  • Reliability – Continuous dependability of our water supply to meet all needs
  • Resilience – Capacity to recover and adjust to any unforeseen situation
  • Sustainability – Ability to provide for all water needs now and over the “long haul”

While enhanced and sustained water conservation is a critical element in achieving these goals, water supply augmentation through local water project development plays a critical role in meeting these objectives. Currently, purchased imported supplies comprise approximately  

75% of Torrance Municipal Water’s (TMW) annual potable (drinking) water requirements. Torrance is in the process of implementing a number of local water supply projects to diversify its water source portfolio. These projects are very cost effective and will ultimately increase our local potable water sources to over 70% of annual requirements, and reduce imported water to less than 30%. The projects under development include: 

 

  • North Torrance Wellfield Project – This project is nearing completion and consists of two new potable groundwater wells, additional storage, new treatment facilities and a pumping plant. The project will be operational this summer and will triple our current potable groundwater production, and boost local potable supply to nearly 50% of annual requirements.

     

  • Van Ness Wellfield Project – This project includes three new groundwater wells that will further increase local potable water supplies to over 70% of our annual needs. This project is scheduled to be completed in 2025.

     

  • Goldsworthy Desalter - Torrance’s brackish (salty) water recovery project, known as the Goldsworthy Desalter, has been in operation for nearly 20 years and has converted over 30,000 acre-feet  of brackish water (1 AF = 326,000 gallons) into a potable water source. With the recent expansion and efficiency improvements, this project is expected to provide nearly 20% of the municipal system’s potable water.

     

  • Regional Groundwater Desalination (desalter) Project for the South Bay Region – This project is in the advanced planning stage. This project will cleanup a brackish (salty) water plume that occupies part of our groundwater basin and restore it to a fresh water basin. The extracted brackish water will be treated and converted into a potable water source for multiple agencies in our area, including Torrance. This project is scheduled to be completed in the latter part of this decade.

 

Concerted conservation in combination with highly diversified local water supply sources will help “drought proof” the community, and ensure a highly reliable, resilient and sustainable water future for Torrance.
