In December 2016, the City Council approved a plan at a Public Hearing to adjust wastewater (sewer) rates over the five-year period of 2017 through 2021. The rate proposal applies to customers receiving wastewater (sewer) collection service from the City of Torrance. The adjustments are needed to offset operating cost increases, fund needed system infrastructure replacements, implement new regulatory mandates, and stabilize long-term wastewater rates.

In accordance with the five-year rate plan approved by City Council, the overall rate increase to all customers will be 3.19% for Standard Rate Customers (non-contractual) effective January 2020 based on the annual change in the consumer price index (CPI) for the Los Angeles region. Each Single Family Residential (SFR) Customer (including senior and disabled low income) will continue to pay a Monthly Fixed Charge and a Monthly Variable Charge based on water usage. All Other Standard Rate Customers will remain on a 100 percent variable rate structure based on water usage. The Monthly Variable Charge is based on the quantity of water used during the meter reading period.

 Customers are billed for water consumption in hundred cubic feet (CCF). One billing unit, or one CCF, equals approximately 748 gallons. All customers are subject to a minimum monthly charge. The Minimum Charge for Single Family Residential and Senior/Disabled Low Income Customers is the Monthly Fixed Charge. The Minimum Charge for all Other Standard Accounts is listed in the rate schedule below. Customers with dedicated irrigation meter(s) used solely for irrigation purposes are exempt from wastewater collection service charges.
