In December 2016, the City Council approved a plan at a Public Hearing to adjust wastewater rates over the five-year period of 2017 through 2021. The rate proposal applies to those customers receiving wastewater (sewer) collection service from the City of Torrance. The adjustments are needed to offset operating cost increases, to fund needed wastewater system infrastructure replacements, to implement new regulatory mandates, and to stabilize long-term wastewater rates.

Each single family residential (SFR) customer (including senior and disabled low income) will continue to pay a monthly base charge and a variable usage charge based on water usage. The base charge is also known as a “fixed charge” or “readiness to serve charge”. All other customers will remain on 100 percent variable rate structure based on water usage. The variable charge, also known as “quantity usage charge” or “commodity charge”, is calculated based on the quantity of water used during the meter reading period.

Customers are billed for water consumption in hundred cubic feet or CCF. Each CCF (also known as a billing unit) equals approximately 748 gallons. All customers will be subject to a minimum monthly charge. For Single Family and Senior/Disabled Low Income Customers the minimum charge is the Monthly Fixed Charge, and for all Other Accounts it is the Minimum Charge listed in the rate schedule below. The Senior/Disabled Low Income discount rate will be funded from non-rate revenues. Customers with a dedicated irrigation meter(s) used solely for irrigation purposes are exempt from wastewater collection service charges.
