Project Description

Construction of the Water Transmission Main (Phase I) is complete.  Staff is applying for grants and identifying other funding sources for the Groundwater Wells Design-Build phase of the project.

Construction Phase I was completed in July 2024.

Well Nos. 12, 13 and 14 Design-Build:  $9,400,000

Water Transmission Main and Treatment/Storage Facility Modifications:  $12,000,000 to $13,000,000

A multi-step qualification and bidding process will be used to select an entity that will perform the groundwater well and treatment and storage modifications work.  The qualification and bid process will include:

1. Prequalification of design/build firms to select those firms that are sufficiently qualified to bid on the work. Bidders are to submit their Statement of Qualifications (SOQ) in response to these documents. Only firms that have been selected during this step will be allowed to bid on the work. The SOQ is due is due at the Office of the City Clerk of Torrance, California, at 3:00 p.m. on DATE.
2. Bidders that are prequalified will be notified and may submit Technical Proposals that describe the bidders proposed approach to performing the work. Technical Proposals will be evaluated and scored by the City.
3. The five top-scoring firms will then be requested to submit price proposals based on their previously submitted technical approach. The City of Torrance will then select the winning bidder on price proposals provided.

Bidders may consist of one or more firms that together contain the qualifications required to perform the work.
