In certain circumstances, the California Penal Code and the Torrance Municipal Code prohibit entering or remaining on another person's property without permission.  In most instances, enforcement of criminal trespass laws requires police officers to contact the property owner to establish they are desirous of prosecution.  Trespassing often occurs when businesses are closed, or the property owner is not present or able to be contacted, which limits the ability for law enforcement to address the trespasser.  As a solution, the City of Torrance offers property owners the option to file a Trespassing Enforcement Authorization Form with the Torrance Police Department.  The purpose of the Trespassing Enforcement Authorization Form is to allow property owners to preemptively authorize the City of Torrance, including the Torrance Police Department, to enforce applicable California Penal Code sections and Torrance Municipal Code sections within their discretion.

How It Works (Trespass Enforcement Authorization Form Criteria)

  • Complete a Trespass Enforcement Authorization Form 
    • If there are multiple addresses on the property, list each address (you can use the same form)
  • Email the completed form to TPDCLO@TorranceCA.Gov, or you can drop the form off at the Torrance Police Department (3300 Civic Center Drive, Torrance, CA 90503) front desk
  • The property owner or designated property representative must be willing and may be required to testify in criminal or civil court proceedings
  • The Trespass Enforcement Authorization Form is valid for 12 months from the date of the signature unless expressly revoked in writing, and the property owner or designee must submit a new Trespass Enforcement Authorization Form upon expiration
