Beginning in 2015, the City partnered with OpenGov to add a user friendly feature that improves transparency of the City’s finances through an interactive platform. The City utilizes OpenGov to develop the annual operating budget, which also integrates with the City’s accounting system to publish outcomes of a given fiscal year. Most recently, the City added Key Performance Indicators (through a published “Story”) to the information available through the public portal, which include definitions of each indicator that is tracked annually. We invite the public to leverage this beneficial tool that shows the City’s finances in detail.
For background, the City’s finances are broken into multiple Funds that segment and track each operation of the City separately. OpenGov, and its Transparency portal, is designed to share the City’s budget information and financial performance in a given year. For internal tracking purposes, there are often multiple “subfunds” that roll up to one reported Fund when you review the ACFR. Users of OpenGov should be aware that this system is a direct link to the City’s accounting system, therefore it includes the additional subfunds used for internal tracking purposes (and subsequent transfers across these subfunds are canceled when rolled up and reported in the ACFR).

There are a series of saved “Views” in the system (explained further in the full instructions as the link below). The goal of these saved views are to help end users quickly examine particular areas/Funds of the City’s operations. These views generally start with an acronym to highlight which area (fund category/type) the view applies and then a general description of it the view. Below are definitions:
- GF: This denotes the view is part of the City’s overall General Fund
- OGF: This denotes the view is part of the City’s Other Governmental Funds
- IS: This denotes the view is part of the City’s Internal Service Funds
- EF: This denotes the view is part of the City’s Enterprise Funds
