The City of Torrance requires that all residents interested in serving on a commission or certain committees be certified through the City of Torrance Commissioner Certification Training Program. This program was developed to prepare prospective candidates in the roles, responsibilities, and requirements of commission service.

If you are interested in serving as a Commissioner or Committee member, it is required you attend one of the City's training sessions. The program is a two-hour training class hosted by City staff at the Torrance Civic Center and the certificate is valid for two (2) years. There is no charge for this training, however, reservations are required in order to provide you with materials.

City of Torrance Commission Guide: This guide serves as a resource for those who have completed the City of Torrance's Commissioner Certification Training Program. It is not a substitute for attending the mandatory Training Program.
