The City of Torrance welcomes and encourages special events within the City. With a balanced community comes a variety of locations, from residential to commercial to industrial. Known for its ease in permitting, Torrance is willing to work with organizations to match their needs with what the City can offer.

What is a Special Event? 

In the interest of facilitating City assistance in coordinating the event, as well as ensuring public safety, special events permits may be required. Special event permits are necessary for any event which will take place on public property or public rights-of-way, and/or will affect normal traffic, vehicular or pedestrian. Special event permits are also required for any event held at a City park that includes activities that extend beyond the scope of a typical park reservation. Permits must be renewed each year for annual events.

Special Event Permit Applications are available online. Generally, Special Event Permit Applications should be submitted for consideration 6-12 weeks prior to the start of the event. The City reserves the right to reject any application or establish certain conditions based on the scope of the event being proposed.

 The City Manager's Staff will assist you in the process of coordinating the various approvals and logistics for your upcoming event.

A Special Event Application may be required for your event.  The City Manager's staff oversees the permitting process and reviews all applications for special events to be held within the City of Torrance. 

A Special Event Application fee will apply. Fees are $50 for non-profit events and $100 for private or for-profit events. This fee is separate from any fees for permits that may be required in relation to the event.

The City of Torrance has certain insurance requirements for Special Event Insurance, and may require additional insurance depending on the event.

When submitting an application, organizers should provide a scaled plan drawing for the event location, a detailed proposal of the event, as well as be aware of the parking requirements for the event. 

Special Events Conditions should be reviewed before applications are submitted.
