The City of Torrance welcomes any businesses or individuals that wish to engage in filming, videotaping, or still photography. In the interest of facilitating City assistance in coordinating the event, as well as ensuring public safety, film permits are required. Film permits are necessary for any filming activity, including student productions, which may affect public property, public rights-of-way, or normal traffic, vehicular or pedestrian. Film permits are also required regardless of whether the filming location is on public or private property.

Film Permit Applications are available online or in person at the Special Events & Filming Office. The City reserves the right to reject any applicant or establish certain conditions based on the scope of the project.
