The City Manager's Office is responsible for all labor negotiations in the City. By law, the City must meet and confer on all matters relating to wages, hours and working conditions (or other terms and conditions of employment).  There are presently 11 separate labor contracts (or Memoranda of Understanding), which are subject to the meet and confer process.  In addition, there are five pay resolutions for employees in management and non-represented positions.
