The City’s Noise Abatement Office aims to reduce aircraft noise and improve the Airport's compatibility with the surrounding community through a balanced approach of the Airport's requirements as well as the community's needs. The ultimate goal is to create a livable environment for all. In pursuit of this objective, the City of Torrance is continuously seeking ways to enable pilots to use the airport while minimizing noise pollution in the community. The Noise Abatement program continues to evolve and adjust through the input and actions of staff, the Airport Commission, residents, businesses, airport communities and City Council.

AIRFIELD SIGNAGE UPDATE: In an effort to assist pilot awareness of the City of Torrance Noise Abatement recommended procedures, the Airport Staff has installed signage on Zamperini Field/Torrance Airport, as shown on the attached link.
The City had an active Noise Abatement system installed at the airport. The system provides a community site, Noise Lab , for public education, Noise Abatement and Airport news, investigating flights and submitting complaints.
Aircraft Noise Monitored - 24 Hours per Day
As a part of the Environmental division, of the Community Development department, the Noise Abatement office provides enforcement of Torrance Municipal codes regarding noise during take-off and landing, codes regarding curfew and aircraft training operations. The City of Torrance Noise Abatement office does not have jurisdiction over altitude, where the aircraft are flying, flight patterns, or reckless flight, as these issues are governed by the Federal Aviation Administration (FAA) and the local FAA Air Traffic Control Tower (ATCT). The initial goal of the Noise Abatement program is voluntary compliance through issuance of Notice of Violation letters, Noise Tests conducted by the pilots and Noise Abatement staff and outreach. If voluntary compliance does not happen, enforcement, which could include hearing boards and ultimately the possibility of a pilot and/or aircraft being denied airport usage, can be used.

Torrance’s noise ordinance makes no distinction between IFR and VFR. You are advised that if your aircraft is likely to violate the City’s noise standards while departing IFR, you will have to await better weather conditions and depart VFR.

SPECIAL NOISE CONSIDERATIONS
It is recommended, when taking off to the west, no left turn allowed prior to ocean or 1,500’ altitude, unless directed by ATC personnel, to avoid noise sensitive areas. This recommendation applies to straight out departures, it does not apply to training in the South Pattern or Missed Approach.
South Pattern training, while not prohibited for fixed wing aircraft, is discouraged in order to avoid adjacent noise sensitive areas on the rising terrain.
Information provided as to flight routes on departure or arrival is merely recommended and that the choice to fly and/or the choice not to fly, is strictly up to the pilot.
TESTING - Aircraft noise tests must be pre-arranged with the Noise Abatement Office. Noise tests requested after a flight will not be honored. You may set up an appointment by contacting staff at (310) 784-7950 or via email at NoiseAbatement@TorranceCA.Gov.
