On the front of parking citations are instructions on how to pay the parking penalty. You must pay the parking penalty within twenty-one (21) days from the date the citation was issued. Failure to pay the penalties due will result in additional penalties being added and the possible withholding of your vehicle registration by the Department of Motor Vehicles (CVC 4760). Vehicles with 5 or more outstanding citations may subject your vehicle impoundment CVC 22651.7, 22651(i)(1). In addition, you may be subject to a civil judgment that could lead to the garnishment of wages and seizure of property (CVC 40220).

Payments may be made through the mail. Remit payment to the agency listed on the Original Parking Citation or on the Notice of Illegal Parking. Pay by Check or Money Order only, do not send cash.

Pay Parking Ticket Online

You may contest a parking citation online only at www.citationprocessingcenter.com . Contesting must be done before the citation becomes delinquent. The results will be mailed to you after an “Appeal Request” has been completed.

• If dismissal is denied, you will receive a "Request for Administrative Review Hearing" form with your denial letter. Instructions are printed on the back of the form. You may schedule to have an "Administrative Review Hearing" in-person or by mail. A deposit equal to the amount due and the original citation needs to be submitted with the completed "Administrative Review Hearing" request by the due date printed on the denial letter (approximately 20 days from receiving it).

• If you are unable to post the bail (hearing deposit) for the "Administrative Hearing Review" you may obtain a "Declaration of Financial Hardship" form in the Cashiering Division, City Treasurer's Officer, 3031 Torrance Blvd., Torrance, CA 90503. This office is open from 7:30 a.m. to 5:30 p.m.  and closed on alternating Fridays. This form may only be used in place of the bail. It does not waive the fine if you are found liable.

• Results of the "Administrative Review Hearing will be mailed to you, approximately (2) weeks after having the hearing.

• If you are found liable, the deposit/bail will be applied to the citation and no further action is necessary. If you are found not liable, a refund check will be issued shortly after the results are received and sent to you (approximately 2-3 weeks). If a declaration of financial hardship was used, you must pay off the citation or schedule a payment plan within (20) days from the date the letter was mailed to you.

• If you are not satisfied with the results of the hearing, you have the right to file an appeal with the court. This must be done within (20) days of the final decision letter being mailed to you. The court requires a $25.00 filing fee with your appeal. The $25.00 filing fee will be refunded to you only if the processing agency's decision is not upheld.

 Declaration of Non-Ownership

• If the vehicle was sold prior to the date the citation was issued, you will need to file a "Transfer and Notice of Release of Liability" form with DMV. The form can be obtained from any branch office of the DMV. Complete and sign the form. Make a copy of the completed form and send the copy back to the remittance address on the yellow notice along with the notice. File the original form with DMV. The citation will be removed from your name and changed to the responsible party's name as long as the information is accurate, legible and complete.
