Dr. Milton S. Herring, I, was elected to City Council on June 7, 2016. He currently serves as chairman of the Strategic Plan Committee, as well as the alternate Council liaison to the Torrance Sister City Association.

He is a member of the Finance and Governmental Operations and Transportation Committee. Additionally, he serves as a member of the Armed Forces Day and State Legislative Advocacy Committees, as well as the alternate for the South Bay Cities Council of Governments. He served as chairman of the Transportation Committee. Additionally, he served as a member of the Citizen Development and Enrichment and the Strategic Plan Committee.

Prior to his election on the Torrance City Council, Herring was on the Traffic Commission from 2012-2014. In 2014, he was appointed to the Planning Commission, serving until being elected to Council in 2016.

His community involvement also includes being active in the South Torrance Lions Club from 2003-2001 and serving as club president from 2007-2008. He was a member of the YMCA membership committee from 2003-2004. Herring has worked with the South Bay Chapter of the National Council for Alcohol and Drug Dependence (NCADD, serving on the board of directors of that group from 2004-2014. And he has been a member of the Torrance Kiwanis since 2014, currently serving as president.

Herring served in the United States Air Force for four years, being honorably discharged at the rank of Senior Airman (E4). He later went on to serve for 24 years as a Chaplain in the United States Army, retiring in 2009 as a Lieutenant Colonel. He is an active member of the Vietnam Veterans of America, the American Legion, the Veterans of Foreign Wars and the Disabled American Veterans.

Herring earned a bachelor's degree from Morehouse College and a master's degree from the Interdenominational Theological Center, both in Atlanta, Ga. He received a doctoral degree from the Southern California School of Ministry. Currently he is working on a master's of business administration from the Keller Graduate School of Management.

Originally from Birmingham, Ala., Herring has lived in Torrance since 1990. He is married to Cinda Finch Herring, and together they have three sons and three daughters-in-law.
