The City of Torrance has the authority to investigate violations of City laws regarding political campaign contribution limits (Torrance Municipal Code section 17.1.1 et seq.) and use of City buildings and property for political fundraising (Torrance Municipal Code section 18.1.1 et seq.). Anyone who suspects a violation of the Torrance Municipal Code political campaign laws, may file a complaint with the City Clerk’s Office.

The California Fair Political Practices Commission (FPPC) has the authority to enforce violations of the Political Reform Act. The FPPC may only enforce violations of the Act. Violations that do not fall under the Act may be pursued by the local district attorney, the state attorney, or other enforcement agencies.
