South Coast Air Quality Management District Community Meeting Proposed Amended Rule 1118 Control of Emissions From Refinery Flares

What: This is to inform you that South Coast Air Quality Management District (South Coast AQMD) staff has scheduled a community meeting for Proposed Amended Rule 1118 – Control of Emissions From Refinery Flares which is scheduled for a Public Hearing before the South Coast AQMD Governing Board on April 5, 2024 (subject to change). The purpose of the meeting is to provide members of the community an opportunity to learn more about the proposed amendments to Rule 1118. The meeting also will serve as a public forum for community members and will be conducted in a question and answer format which will give each member of the community an opportunity to provide comments or feedback.

SCAQMD Governing Board Chairman William Burker, Ed.D., to Chair Hearing on Torrance Refining Company

 Due to repeated breakdowns and associated flaring, a recent fire and other operational problems, the South Coast Air Quality Management District's Governing Board Refinery Committee will conduct an investigative hearing on air quality impacts from the Torrance refinery.

The hearing will include remarks from elected officials; speakers from federal, state, and local agencies; Torrance refinery representatives; and members of local community groups. The event will also include an opportunity for public comment in the afternoon.

On Feb. 18, the Torrance Refining Co. facility at 3700 W. 190th St. experienced a fire in a crude oil unit.  Last year, the Torrance refinery flared on numerous occasions including three incidents that resulted from a loss of power.

On Feb. 16, the Torrance refinery agreed to an administrative order by the SCAQMD Hearing Board requiring the facility to improve power reliability and reduce air pollution from power-related flaring incidents. While the refinery must meet specific milestones and deadlines under the order, the overall effort will take several years to complete.
