South Coast Air Quality Management District Community Meeting Proposed Amended Rule 1118 Control of Emissions From Refinery Flares

What: This is to inform you that South Coast Air Quality Management District (South Coast AQMD) staff has scheduled a community meeting for Proposed Amended Rule 1118 – Control of Emissions From Refinery Flares which is scheduled for a Public Hearing before the South Coast AQMD Governing Board on April 5, 2024 (subject to change). The purpose of the meeting is to provide members of the community an opportunity to learn more about the proposed amendments to Rule 1118. The meeting also will serve as a public forum for community members and will be conducted in a question and answer format which will give each member of the community an opportunity to provide comments or feedback.

SCAQMD Management Hearing Board

The Hearing Board will be holding proceedings to consider a petition filed by the Torrance Refining Company LLC (TORC). The Hearing Board case number is 6060-8.
TORC filed a petition for a short variance and alternative operating conditions while it does maintenance work at its Torrance refinery. In particular, TORC would like to take its Fourth Stage Separator, which removes and disposes particulate matter, offline while the refinery replaces cracked piping.
In addition, because TORC would be reducing its operations during its maintenance period, it would not be consuming all of the hydrogen it would be producing. TORC proposes to release hydrogen gas directly to the atmosphere instead of flaring the gas. Hydrogen is a highly flammable gas and TORC has hired an expert regarding precautions to be taken if TORC were allowed to vent the gas. At the hearing, it is expected that TORC intends to provide this safety expert as a witness.
Note: Signs are not permitted in the Hearing Board room. The hearing also will be webcast and can be viewed online.
These legal proceedings are open to the public. You may present oral or written testimony. (Please note: if written material is to be presented to the Hearing Board, eight [8] copies must be submitted to the Clerk of the Board).

SCAQMD Management Hearing Board
